Alberta Law Enforcement Response Teams (ALERT) is a non-profit corporation that brings together the province’s most sophisticated law enforcement resources to tackle serious and organized crime. ALERT is comprised of municipal police, RCMP, and civilian staff that work together on elite teams throughout Alberta to investigate issues like organized crime, gang violence, and child exploitation.
ALERT is looking to hire one(1) full-time, permanent, Disclosure Services Managerfor our Edmonton office.
Reporting to the Director of ALERT Technology & Investigative Support, theDisclosure Services Managerprovides direct leadership, oversight and management for all aspects of ALERT’s Provincial Disclosure Services (PDS). This includes file prioritization, planning and implementation of related training, development of policy, management of best practices and direct collaboration with ALERT’s Investigative Units.
The Disclosure Services Manager oversees a team of approximately 20 employees, consisting of two (2) direct report supervisors (RCMP), two (2) Disclosure Level II employees (ALERT Corporate) and disclosure clerks from ALERT Corporate, RCMP and Municipal Police Agencies.
The work arrangement for this position isin-person, on-site(not hybrid or remote).
RESPONSIBILITIES AND ACTIVITIES:
Under the supervision of the Director of ALERT Technology & Investigative Support, the duties and responsibilities of the Disclosure Services Manager include, but are not limited to, the following:
- Utilizing effective communication skills, engage internal and external stakeholders on delivery of services, disclosure notes and standards of practice with a focus on customer service towards our Investigative Units
- Oversight of Disclosure Services Teams in Edmonton & Calgary, including but not limited to regional disclosure staff, to ensure the highest possible quality of disclosure is produced
- Direct knowledge, use and understanding of the ALERT Dossier database with the ability to facilitate training of this software or other software identified by ALERT PDS being used for disclosure purposes
- Coordination, planning, direct participation & delegation of applicable PDS training, in collaboration with ALERT training designed for ALERT employees
- Evaluate all elements of the disclosure process in both major case (project files) and routine investigations (operations), to ensure consistency and risk mitigation as well as providing recommendations on solutions to be adopted
- Implement a standardized file prioritization matrix, vision, cohesion and cross functionality within the PDS program while ensuring best practices and relevant redundancies are adhered to
- Complete annual performance assessments of direct reports and coordination of assessments for indirect reports. Coordinate with ALERT HR Manager during the onboarding of ALERT Corporate employees into PDS and for any other HR related matters. Coordinate with RCMP CSO on any RCMP staffing matters.
- Coordinate after action disclosure reporting on ALERT file court dispositions with ability to make PDS changes & organizational recommendations based on trends and challenges from the outcomes
- Ability to coordinate and adapt PDS to a “near 100%” disclosure model for Round One disclosure requirements
- Demonstrate on a consistent basis, unique problem-solving & multi-tasking in a high-volume environment with tight deadlines
- Demonstrate the ability to resolve conflict and apply appropriate solutions
- Establish and lead a business rules working group, identifying investigative and organizational needs, roles and responsibilities of each user group as well as setting the overall information processing model customized for the specific initiatives
- In partnership with ALERT IT and Software Solutions teams, deliver front line support and troubleshooting for teams of investigators involved in complex investigations requiring unique solutions to a variety of information; management challenges, which may include areas such as disclosure access privileges and security
- Delegated responsibility to oversee financial budget as it relates to Provincial Disclosure expenditures
- Ability to travel between Edmonton and Calgary on a bi-weekly basis (or as required)
- Other duties as assigned
DESIRED SKILLS & ATTRIBUTES:
- Post-Secondary education or related work experience
- Previous supervisory experience leading a team in a fast-paced environment (minimum 3 years)
- Previous experience disclosing information for the purpose of criminal prosecutions along with knowledge of current legislation as it relates to disclosure
- Proven ability and experience to effectively lead, mentor, communicate and supervise a diverse group of employees in an integrated policing environment
- Proven ability to adapt to a continually evolving environment
- Demonstrated self-initiative and the ability to work with minimal supervision
- Demonstrated ability to compile relevant information and data into written form with recommended solutions
- Proven technical ability working with various computer software programs and databases
- Experience with the unique business practices of a team working within the criminal justice system
- Strong knowledge of risk mitigation processes, attention to detail, ability to prioritize high volume workload
- Highly developed customer service, organization, interpersonal, and communication (oral and written) skills and the ability to work in an integrated environment
The following would be considered beneficial:
- Previous supervisory experience within a law enforcement agency, leading a unit of up to 20 employees
- Previous Major Case Management experience derived from working within a specialized policing environment or unit
- Knowledge of vetting privilege and related software
- Knowledge of the court process
