Between 2,000 and 3,000 Americans are arrested every year on drug charges abroad, in more than 100 countries, according to the State Department. More than 1,000 may go to jail for possession of relatively small of marijuana. "Of all Americans arrested abroad on drug charges in 1989," a State Department brochure says, "marijuana was involved in of the cases.

Embassies and consulates will not pay fines or legal fees. Yet many Americans continue to expect an embassy to intercede to get them out of trouble. All that American diplomats can normally do is visit a prisoner and notify his or her family of the arrest.
